Description
The GMCA was recently awarded £54.2m from MHCLG as part of the nationwide announcement of the Getting Building Fund. This announcement was made as part of the Government's 'Build, Build, Build' response to Covid-19. Allocation of this funding was made to projects that had been pre-agreed by individual Districts and MHCLG. These projects are centred on stimulating economic activity and result in a number of outputs ranging from employment uses, infrastructure, innovation workspace, freight terminal and an urban park being delivered. These are across GM and represent strategically significant projects. Projects must spend their grant allocation in full by 31st March 2022 and this spend must be against agreed eligible expenditure. Those outputs that have been agreed as a condition of allocating the grant funding must also be delivered by 31st March 2022, unless an extension is agreed by the GMCA. Failure to spend/deliver would result in the GMCA having the ability to clawback the grant monies and these subsequently having to be returned to MHCLG. As part of the Brownfield Housing Fund allocation, MHCLG has also awarded the GMCA, just under £2m in revenue spend to support the activities relating to these programmes, this is providing the GMCA with the budget to appoint additional external support, such as the Monitoring Surveyor services as set out within this report. Contract duration is likely to be no more than 18 months and we anticipate that some projects will conclude sooner than this period.
