Description

Oxford Health NHS Foundation Trust are seeking a supplier to provide nine (9) Community Youth Workers who will be deployed to work across the Thames Valley.

The architecture of the programme is creating 3 individual spoke teams, placed in the 3 main counties in the Thames Valley footprint: Buckinghamshire, Oxfordshire & Berkshire.

The Community Youth Workers will working inside these teams alongside NHS and third sector staff as part of a blended workforce of clinicians and other workers.

The Community Youth Workers will:
- deliver a range of evidence informed/ best practice interventions with CYP/families using a strength based and outcomes focused approach;
- deliver an outreach function, meeting/ working with the CYP and families face to face where they live in the community;
- act as an advocate and at times a coordinator for CYP and families across the range of professionals;
- contribute to the program's consultation (advice and guidance) and training offer in their areas of expertise and insight to support the capacity building outcomes;
- link with the community and third sector organisation(s): keeping up to date with their offer, forming for the spoke teams and other professionals a 'system knowledge' of community assets to ensure support is meeting the needs of CYP and families;
- work with CYP to ensure co-production of the model

In addition to known interventions, the service will also be given the opportunity to innovate to attempt to reach outcomes in new or alternative ways.

This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of Oxford Health NHS Foundation Trust.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).

The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.

The Contracting Authority intends to voluntarily observe the award decision notices provisions and 10 day standstill period described in Regulation 86 of the Regulations. Unsuccessful Bidders will receive scores and reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the Bidder/application was unsuccessful. Deadline for lodging of appeals should be in accordance with Regulation 87 and Regulation 91 of the Regulations.
