Description
The London Borough of Camden is seeking to award contracts for the provision of five services which form part of the Adult Pathway.
The Adult Pathway comprises 643 beds (537 delivered by six external providers and 106 by the in-house service) across 15 accommodation-based services (hostels and supported housing), plus an intensive floating support service for 72 ex-Pathway clients living in their own independent accommodation
The accommodation-based services are mainly 24/7 purpose-built hostels for medium to high support needs, with the rest being supported housing with daytime cover for low to medium support needs. This configuration of services reflects the needs, which in recent years have become increasingly complex.
The procurement consists of 5 Lots:
Lot 1 - Domestic Violence and Abuse (Refuge)
Lot 2 - 88 Arlington Road (flats and hostels)
Lot 3 - Shared Houses
Lot 4 - Camden Housing First
Lot 5 - Women Recovery (specialist support for women with multiple disadvantage)
It should be noted that for Lot 4 the full capacity of the service from 1st January 2025 is dependent on external funding from the Government's Rough Sleepers Accommodation Programme (RSAP) continuing. If funding is not available from 1st January 2025 the capacity will reduce and the successful Tenderer will be notified of the decrease in capacity and funding once known.
These services come under Chapter 3, Section 7 (Social and Other Specific Services) of the Public Contracts Regulations 2015. Under Regulation 76 the Council may determine the procedure to be applied in connection with the award of the Contracts.
The process for all Lots will be a two-stage process similar to an open procedure.
STAGE 1: Tenderers must submit responses to the selection and award criteria with the evaluation of the Tender being against selection criteria and award criteria.
STAGE 2: Those Tenderers that pass all the selection criteria will be invited to present to service users with lived experience. Tenders must pass all the minimum thresholds for quality and price.
