Description

The contract is to replace SOX street lighting luminaires with LED luminaires on both strategic distributor and residential roads in the city.
The contract will also include the replacement of life expired brackets and 5m to 10m concrete columns with new tubular galvanised steel or aluminium columns plus a small number of column replacement schemes if there is sufficient funds in the budget once the above works are committed.
The contract will require the contractor to propose LED luminaires for approval, supply and erect the agreed luminaires and dispose of the existing luminaires. The contract scope is to:-

• Replace approximately 7,200 luminaires on residential streets in Childwall, Wavertree, Picton, Old Swan, Kensington & Fairfield, Tubrook & Stonycroft, Clubmoor, Norris Green and Speke - Garston. The luminaires are mainly on 5 and 6m lighting columns and on non-traffic sensitive streets,

• Replace approximately 1,380No luminaires on key corridors in the city. The luminaires are mainly on 8, 10 & 12m columns on traffic sensitive streets (requiring night or weekend works).

• Replace approximately 2,500No brackets on existing concrete (hexagonal and octagonal shapes) and steel columns associated with the LED replacement programme.

• Replace approximately 700No various lighting columns which are mainly concrete but include some cast iron and a number of steel columns with overhead spans attached (Tram Poles) - these will have been identified following recent inspection and testing of columns. Some column replacement will be scheme specific and the extent will depend on available funds once the extent of serious structural defects are identified and tenders are evaluated.

• Stage 1 is luminaire only, luminaire and bracket or luminaire, bracket and dangerous column replacement.
• Statge 2 will mostly be column and luminaire replacement schemes. B
oth stages will be awarded to a single contractor.

The scheme specific objectives are:-
I. To improve lighting levels,
II. Realise a significant reduction in street lighting energy used,
III. Realise a reduction in street lighting maintenance costs,
IV. Realise a significant reduction in carbon production,
V. A reduction in the number of lighting columns at risk of failure.

Each Tender will be let following a Price (30%) and Quality (70%) assessment and the details are included in the Invitation to Tender. Prices will be submitted in the Schedule of Rates and evaluated using some of the approximated quantities above. Part of the quality evaluation will include an assessment of the LED offered

The Council require a warranty on all LED' luminaires, photocells, drivers, ballasts and lanterns and they will form part of the tender evaluation. The light colour will be neutral white and dimming is required through the driver which can be activated at a later date.
