Description
The Black Country Transport leads seek to commission a consultant to undertake an independent review of our capacity and capability to develop and deliver over the next 10 years in order to maximise the investment within the Black Country working alongside wider partners including Transport for West Midlands which is part of the West Midlands Combined Authority.
The proposal is to commission a consultant, who can look at the area over a 2-3 month period in relation to the current setup, interfaces with maintenance capital expenditure and other partners to identify challenges objectively and make recommendations to mature the delivery function This would involve conducting a series of interviews at Director and Manager level across BCT and enabling services (finance, procurement etc), the 4 Local Authorities and key officers within WMCA/TfWM and group workshops to engage with officers involved in the day to day operational aspects of transport schemes
City of Wolverhampton Council procures on behalf of Black Country Transport (BCT). BCT in any instance may represent City of Wolverhampton Council (CWC), Sandwell Metropolitan Borough Council (SMBC), Walsall Council and Dudley Metropolitan Borough Council (DMBC) separately or in any combination of the four Local Authorities.
BCT, formed of transportation officers from Dudley, Sandwell and Walsall Metropolitan Borough Councils and City of Wolverhampton Council, is a collaborative organisation which develops transportation projects across the Black Country region. As the lead authority, City of Wolverhampton Council runs procurement exercises on behalf of BCT, therefore, although projects are often schemes which are geographically situated across the Black Country, the contract will be entered into with City of Wolverhampton Council.
