The work should include:
•the collation of existing data sets
•an analysis of the borough's cultural assets (physical & non-physical)
•a review of potential value to be created by investment in culture

The analysis should be comprehensive and cover all artforms and include organisations, individual professionals, community and amateur groups and the built environment (indoor and outdoor).

Value creation should be explored across a range of criteria to be determined by a project partnership 'task and finish' board (to be established prior to first payment release) and detailed in the full tender brief. It may include shared agendas such as health & wellbeing, tourism, night-time economy, place brand, productivity etc.)
