Justification

the covid-19 outbreak has given rise to an urgent need for the Authority to create a stockpile of medicines suitable for use in the intensive treatment unit and end of life environments becasue the Authority needs to be in a position to treat the population as required in case the Covid-19 outbreak escalates suddenly. This doesnot give the Authority sufficient time to comply with the standard open procedure time scales for this procurement. The Authority considers this to be a state of urgency which it has duly substantiated. Accordingly, the Authority is using the accelerated time limits permitted under the Public Contract Regulations 2015 (regulation 27(5)) for the open procedure in respect of this procurement.
