Description
Newham has a transient population with a high number of families facing immigration issues and having No Recourse to Public Funds (NRPF). People with no recourse to public funds (NRPF) are at high risk of homelessness and destitution because they cannot access mainstream housing, welfare benefits and employment.
LBN is seeking provision of high quality immigration advice and services to NRPF families (referred non-UK nationals) who are destitute or at risk or being destitute (as specified in Section 82 of the Immigration and Asylum Act, 1999) up to OISC level 3 or equivalent. This will test an invest to save model for the Multi-Agency Safeguarding Hub (MASH) for 12 months in order to inform future commissioning arrangements.
By testing the impact of free and independent, high-quality immigration advice and support, we hope to see NRPF families who are destitute or at risk of destitution resolve their immigration status and access housing quicker, therefore reducing the long-term financial burden on the Council.
There are currently 134 families allocated to the NRPF team.
Purpose
This service specification forms part of the contract with the London Borough of Newham (LBN) during the contract term and sets out LBN's requirements in respect of the provision of high quality immigration advice and services to NRPF families who are destitute or at risk or being destitute.
This specification should be read in conjunction with the other contract documents, including the Conditions of Contract and any other information that is considered to have formed a part of the tender and is taken into account by the Authority.
The service duration will cover a period of up to 12 months.
