Description

Introduction: Hyndburn Borough Council is seeking proposals from experienced and qualified organisations for the development of a comprehensive Place Branding and Marketing project over a period of 10 months.

The work is to include the production of marketing materials, such as print, in-line with the scope of the project.

The project aims to create a strong and cohesive brand identity for Accrington, that would be then utilised across the borough. The branding would resonate with Hyndburn's diverse communities and attract tourism, business investment, and talented workforce to the area.

Scope of Work: The project will include, but not be limited to, the following tasks:

• Developing a place brand strategy that reflects the unique identity and values of Hyndburn, utilising existing market research and analysis undertaken by Hyndburn Council in 2022
• Designing a new visual identity system, including a colour palette, typography, and imagery
• Creating a comprehensive communications plan to promote the brand
• Support implementing the communications plan
• Developing content for promotional materials, with a focus on transformational work being undertaken and events
• Developing content toolkits for external partners and stakeholders
• Identifying and executing partnerships and collaborations with relevant stakeholders

Experience: Organisations submitting proposals should have extensive experience in place branding and marketing projects, including a strong portfolio of similar work.

Key personnel involved in the project should have relevant education and professional experience. A named account holder for the project at is preferable.

Hyndburn Borough Council are particularly interested in proposals from organisations with regional knowledge and expertise.


Submission Requirements: Organisations should submit the following documents as part of their proposal:

• A cover letter summarising the organisation's qualifications and interest
• A brief proposal outlining the approach to the project, including deliverables.
• A portfolio of similar work demonstrating the organisation's relevant expertise and creativity
• A list of key personnel that would work on the project
• References from previous clients

The proposals will be evaluated based on the following criteria:
• Experience in place branding and marketing (60%)
• The proposed approach to the project, including creativity, innovation, and relevance (10%)
• The feasibility of the timelines, deliverables, and budgets (10%)
• The qualifications and expertise of the key personnel involved (10%)
• References (10%)

Hyndburn Borough Council has the right to not accept any quotation, to appoint a single contract or multiple contracts, decide the value of any individual contract (this means offering a lower amount to that which was submitted in a quotation) and overall total value (this means the Council may not decide to allocate the full value).

Interested parties should submit their proposal/s to the Council, highlighting the project, overall cost, any other relevant organisations that will support the campaign, suggested campaign theme/s, how it will be achieved and any added benefits.

The successful contractor/s will be required to undertake all work detailed and will be required to gain formal consent for any individual featured in materials.

Submission/s will be considered/selected on which provides the greatest benefits to the community. However, the Council has the right not to choose any submission/s where it does not foresee/believe there are sufficient cost benefits to the community or Hyndburn Council.
There will be no expenses paid by the Council for work undertaken for submitting a quotation.

Hyndburn Council will have full intellectual rights for all of campaign designs, photos, wording etc. and will require agreement to this by the successful organisation and may request this in a suitable electronic file format before payment is approved.
