Description

The Office for National Statistics (ONS) is looking to identify and engage with industry partners to help bring third party data to directly support a 'shift' to accessing better more relevant data sources and to improve the aggregate official statistics about our population, society and economy that decision makers, businesses and citizens so urgently need.

As part of a general effort to support the government with trade negotiations and development of trade policy, ONS seeks to improve the accuracy of air transport trade statistics. To this end, ONS seeks a more comprehensive coverage of UK and Foreign Airlines in reporting to increase the statistical robustness of import/export estimates that feed into the National Accounts at a granular level. Additionally, ONS seeks to more accurately estimate expenditure by overseas air transport providers on services purchased in the UK, both on and off UK airports.

This Request for Information (RFI) is requested to be completed by industry partners. Its purpose is to collect detail about the data that is available. This information will be used to help make a decision on what steps to take next.

The required Airline data:

Desirable number of airlines is 12; between 4 to 6 as a minimum.
- Freight on Imports
- Freight on exports and cross trades
- Passenger revenue and excess baggage collected by both UK Airlines overseas and by Foreign Airlines within the UK
- Other revenue from overseas residents (Refer to Engagement notice)
- Other revenue by Foreign Airline on UK residents (Refer to Engagement notice)
- Fuel and oil
- Other expenditure incurred overseas
- The value of repairs carried out in the UK on foreign-owned aircrafts)
- The value of repairs carried out on UK aircrafts outside the UK

The required Airport data:

Desirable number of airports is 16; minimum is 8.
- Payments to airports' authorities
- Other expenditures in the UK (refer to Engagement notice)
- Catering supplies, duty fees
- Market share of airports
- Bunker Sales
- Traffic control charges.


The budget for this data provision is yet to be agreed. It is to be noted that ONS does not pay for data but will pay costs for services that are required to enable the data to be delivered to the required specification.

Next steps:

Completed RFI responses are required to be returned to the office by Friday 25th January 2019 through the ONS e-tendering portal. It may be, that ONS will wish to discuss details provided with potential suppliers. It is anticipated these discussions will take place on the 28th January. Suppliers are requested to keep these dates available should ONS wish to have discussions with suppliers. Please note there is limited cover in the office over the festive period.
