Description

This invitation to tender is for the design and delivery of an evaluation of the FRF and DSSS interventions. In particular, the evaluation shall explore whether the interventions met the objectives (economic, ecological, and social).
The purpose of this evaluation is both to assess the effectiveness of the scheme and to generate broader lessons for future strategies for financial interventions in shock situations. Overarching aims of this research are to: (1) enhance understanding of how effective the implementation of the FRF and DSSS interventions have been; (2) assess and understand the emerging benefits and impacts of the interventions; and (3) determine cost-benefit ratios associated with the interventions where appropriate (i.e. for individual DSSS grants).
