Description

The Mayor's Transport Strategy states that 95% of journeys in central London (and 90% in inner
London) must be made by walking, cycling or public transport by 2041. Achieving this goal will
partially address the triple challenges of toxic air pollution, the climate emergency and traffic
congestion. In Southwark, the Streets for People strategy necessitates the provision of adequate
cycling facilities in all development to reduce the environmental impacts of motor vehicles and
improve our public realm. Well-designed active travel infrastructure (including junction
improvements, road closures, crossing points, segregated cycleways and repaving) must be
funded by developers alongside the provision of cycle parking to meet the objectives of the
Mayor's Transport Strategy and Streets for People.

The brief sets out the main research questions and methods of the cycle parking study.
The study will start with a brief literature review that analyses existing London-wide policies and
presents short case studies for various types of development, including standard residential,
student housing/co-living, and commercial.

The three core sections of the study will focus specifically on cycling in the Southwark context.
We will aim to understand attitudes towards cycling - especially any perceived or real barriers to
cycling - as well as the quality of current provision at various residential developments and
commercial destinations, including employment centres. The consultant will undertake a review
of various cycle parking features, including stand types and access arrangements, to determine
how space can be used efficiently to provide high-quality cycle parking that is accessible to all.

The final section of the study will pull together the high-level points from the literature
review as well as Southwark-specific data to provide recommendations for cycle parking. This
can be used in negotiations with developers and can be fed into the Southwark Plan Early
Review.
