Description
UK Research & Innovation ("UKRI") is planning to launch a procurement for a Term Service Framework to provide minor Building Works for its component Research Council, the Science & Technology Facilities Council ("STFC"). The framework contract will be for any such minor works up to a value of £500,000.00 ex-VAT per project. STFC is applying a renewed and refreshed focus to its unique estate and infrastructure recognising its strategic importance as an enabler of world class science and research. The current estate comprises of a portfolio of old and new buildings, a diverse range of space/accommodation types, and a gradually changing position in terms of building condition and functional suitability.
It is an exciting time for the STFC estate as the corporate Estates Strategy is refreshed, underpinned by the recent completion of full building/asset condition across the entire estate. This agreement will cover minor Building Works. It is STFC's intention to appoint three Contractors for an initial period of 3 years, with a possible 1 year extension (total 4 years). The Contract will be based on NEC4 Term Service Contract using industry schedules of rates, and quotation methodology to work on 'best price' principle.
The forecasted spend is estimated between £2 million and £3 million (ex-VAT) per annum.
UK SBS has previously issued a Prior Information Notice for a Minor Works Framework Agreement in July 2019 under reference CON19008, since issuing the notice UKRI have revisited their strategy and are now looking to establish a multi-supplier framework rather than a single supplier framework. As a result UKRI are looking to engage with the market to determine if the framework structure is fit for purpose STFC would like to invite potential bidders to a supplier day for this requirement. There will be the opportunity to learn more about the requirement and open floor questions.
Useful feedback from the days and Q&A sessions may be used to inform the final tender documentation, ensuring all valid options are considered.
Due to current site restrictions the supplier day will take place via Zoom on Thursday 16th July 2020.

The Value is estimated at £9,500,000.00 (ex VAT).

UKRI STFC may consider the information and responses received as part of the preliminary market consultation to help inform the specification and further decision making in relation to the planning and conduct of the procurement, ensuring all valid options are considered.
For the avoidance of doubt, this notice is not a Call for Competition; a Contract Notice will be issued as a call for competition. Not registering an interest shall not prevent any supplier participating in a future procurement, not is it intended that any information supplied as part of the preliminary market consultation shall place any supplier at an advantage in a potential procurement process.
