Description

Huntingdonshire is a large rural district in the northwest of Cambridgeshire covering an area of over 900km2 with a population of 180,833 at the 2021 Census. It contains the market towns of Huntingdon, St Ives, St Neots as well as one other town, Godmanchester, clustered along the Ouse Valley and a fourth market town, Ramsey, situated in the fenland area to the north-east of the district. There are almost 100 villages with populations ranging from over 9,000 to less than 100 along with a scattering of hamlets and more isolated properties. Huntingdonshire has a relatively strong, stable economy with a high proportion of small and medium sized enterprises. Large areas of land within the district are in agricultural use, predominantly arable. The A1 and East Coast mainline railway run north-south through the district, the A14, the A428 and the Guided Busway provide east-west travel links.
This Invitation to Tender is for the provision of two projects:
LOT1: An Infrastructure Delivery Study and
LOT 2: Whole Plan Viability Assessment.

The projects will support preparation of the Local Plan Update which is intended to provide development plan guidance up to 2046. The projects should fully comply with the relevant elements of the National Planning Policy Framework and National Planning Practice Guidance.
Bids can be submitted for one or both projects. Due to the interrelated nature of the two documents the successful bidder(s) for the Whole Plan Viability Assessment and Infrastructure Delivery Study will be required to cooperate with each other.
