Short description of the contract:

The wider FEP programme will consider all potential future energy provision options and funding routes available to MoD and will play a leading role in helping the UK Government meet its Net Zero 2050 commitment.

The Defence Infrastructure Organisation's (DIO) commercial team within MoD is considering the letting of a contract to conduct a preliminary study for the first workstream of the FEP programme. This would involve a top-down analysis of the Defence Training Estate (DTE), which has previously not been considered for hosting energy generating/storing assets.

Suppliers would need to be able to conduct a single feasibility study of the top priority sites using data and information provided by MoD. This will provide a better understanding of the maximum potential for renewable generation and storage that may be hosted by the DTE.

The proposed procurement route for this contract is through the Heat Networks and Electricity Generation Assets (HELGA) dynamic purchasing system (DPS) and after the evaluation of bids, MoD intends to appoint one supplier to provide all the services required.

The proposed contract is for FY23/24 with a maximum budget of £100,000 (INC
VAT). As the proposed contract is for a feasibility study, there will not be an option to extend the contract.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement. Suppliers interested in working with the Ministry of Defence should register for the HELGA DPS, which is available on Crown Commercial Services at https://www.crowncommercial.gov.uk/agreements/RM3824. Through this DPS, new suppliers can register to join the DPS at any point and this provides a simpler, quicker process for SMEs to access public sector business.
