Description

Manchester City Council is prepared to receive tenders for Measured and Unmeasured Water Charges which will be subject to the information, specification and tender package enclosed.

The purpose of this tender is to appoint one supplier to form a framework water services agreement.

The framework period will be for 1 year with the option to extend for up to an additional 3 years. It is intended for the framework to commence June 2020.

The £20 million value specified in the OJEU notice are for Manchester only and for the potential full 4 years of the framework. The annual value is £5 million. Should other bodies use this framework we expect that the 4 year value will be £30 million.

Justification for Competition with Negotiation as per Regulation 26(4). The needs of the Contracting Authority cannot be met without adaptation of readily available solutions. It requires design and innovation solutions. Due to the infancy of the market, the technical specifications cannot be established with sufficient prevision by the contracting authority with reference to a standard, European Technical Assessment, common technical specification or technical reference.
