GMCA are seeking an evaluator to assess the training and skills element of the Good Landlord Scheme, to understand whether the approach taken successfully tackles the skills shortage. The evaluation should look at the process of the set up and delivery of the training programme and the impact of it.


The Greater Manchester Good Landlord Scheme is a £1.5million investment over 3 years. The aim of the scheme is to:

• Work to make sure that tenants and landlords have access to up-to-date information and advice
• Strengthen and focus enforcement capacity to help redress enforcement resource constraints
• Target capacity building for landlords and agents

• Of the £1.5million investment in the Good Landlord Scheme, £575,000 will be invested in training and skills.

• £400k - for new Regulatory Compliance Officers apprentices across GM, with additional training to bring them up to a CIEH recognised standard

• £75k - to deliver on the job training to bring existing council staff up to CIEH recognised standard.

• Feedback from enforcement teams across GM suggests that a skills shortage is one of the main issues affecting them at present. Some teams have struggled to recruit, while others are worried about an aging workforce and how their team will cope in the future. The skills shortage was identified as a key priority of the scheme early in the development process and it was agreed to accelerate proposals where possible.
