Description

Health Education England are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award to Cardiff University

The case for direct award can be found on the tender portal.

The Health Education England (HEE) Quality and Patient Safety Team aims to procure the expertise for specialist research from a supplier with specialist knowledge of multi-professional clinical supervision within healthcare. This research will seek to identify what is expected (values and activities) of the healthcare supervisor supporting multi-professional groups
HEE believe that Cardiff University is the only organisation capable of providing the research to meet specific requirements of the HEE Quality and Patient Safety team's work in multi-professional clinical supervision. Cardiff University is the only supplier with the requisite expertise to provide this research, specifically for the following reasons:
• This research builds on a previous piece of research conducted by Cardiff University (Browne et al 2019; Browne et al 2021a, 2021b) looking at the commonalities of multi-professional educators.
• Cardiff University have the academic subject areas expertise based on the previous study to be able to conduct this research within the required timeframes.
HEE believes that it is highly unlikely for any other supplier to be able to provide the following skills/tools provided by RCEM as a current supplier for the following reasons:
• Cardiff University is uniquely positioned to conduct this research on behalf of HEE due to the recent research they have undertaken in this area with the Clinical Educators Pilot Project. This research project is building on the outcomes of this prior work, as such Cardiff University have the requisite expertise and knowledge to take on the contract.
• The timelines for completion of the research within the 2021/22 financial year would mean that it would be difficult for another supplier, without prior knowledge of the research to complete this work within the required timeframes.

The financial envelope for this PIN is £15,000.
If any provider has concerns with the commissioning intentions outlined within the published documentation, please raise this via the eTendering Portal in the first instance within 30 days of the date of this Prior Information Notice.

The closing date of this PIN is midday on 14 February 2022
