Description

Birmingham City Council is seeking to employ a Purchaser's Agent to ensure that the homes are constructed to an agreed standard and the relevant guarantees and warranties are obtained prior to handover.

The site at Ardath Road in Kings Norton will provide 171 homes of which 17 have been secured through the Section 106 agreement for social housing as part of the planning approval which was secured in 2017.

The successful tenderer will be required to:-
• Liaise with the Client (BMHT - Birmingham Municipal Housing Trust) and Developer ( Bellway Homes Ltd) and define the project brief, timescales and costs.
• Analyse the Developer's specification, drawings and identify area of deficiencies in relation to the Developer's compliance with Section 106 Agreement.
• In relation to the affordable housing units will chair all pre-contract meetings, take and distribute the Minutes.
• Provide comments on the draft contract / Development Agreement, although the legal responsibility of the document lies with the Solicitors acting for both the Client and Developer.
• Agree and advise of anticipated stage payment dates for cash flow purposes.
• Agree and clarify the client's Post-Contract operational requirements (including handover procedure, property management documentation and defects procedures) and ensure these are included within the Contract / Development Agreement wherever possible.
• Prepare, evaluate and provide recommendations on the Contract Sum.
• Provide advice on all of the requirements the Developer is to comply with.
• Ensure that the Developer has all of the relevant approvals, were applicable and provides the necessary information; Building Regulations, Planning Permission, NHBC Registration, DQS compliance, HQI, Secured by Design, Code for Sustainable Homes Assessment, Insurances etc.
• Assist in the preparation of a detailed specification for the units that is agreeable to both parties.

This contract will be for a period of 3 years / 2 months commencing December 2018 until 31 December 2021.
