Prior Information Notice (PIN)
Primary Care Based Mental Health Services in East Sussex including IAPT (Reference NHS/SOEPS/19.486 PIN)
For provision of services across the 3 East Sussex Clinical Commissioning Group areas:
NHS Eastbourne, Hailsham and Seaford Clinical Commissioning Group
NHS Hastings and Rother Clinical Commissioning Group
NHS High Weald Lewes Havens Clinical Commissioning Group
This Prior Information Notice is to inform the market of the intention to directly award a 24 month contract to Sussex Partnership NHS Foundation Trust for the provision of Primary Care Based Mental Health Services including Improving Access to Psychological Therapies (IAPT) for Eastbourne Hailsham and Seaford CCG, Hastings and Rother CCG and High Weald Lewes Havens CCG ('the CCGs') from 1st April 2020 to 31st March 2022.
The current contract is due to end on 31st March 2020 having undergone the maximum number of legally provisioned extensions allowed for within the existing contract.
The CCGs intend to award this contract to Sussex Partnership NHS Foundation Trust to enable the current service to achieve the Mental Health Five Year Forward View IAPT expansion access standards, including those relating to IAPT Long Term Conditions.
This direct award proposal will provide additional time for the CCGs to complete and embed work and to embark on a formal procurement process preparatory to an award for new services being in place from April 2022.
The on-going development of IAPT service provision is an essential feature of NHS longer term strategy, particularly relating to the development and integration of IAPT work into Long Term Physical Conditions and the significant enhancement of access to psychological therapies for this population.
This proposal for directly awarding this 24 month contract is made in the context of meeting patient need and maintaining service quality.
Primary Care Mental Health Services (PCMHS) - East Sussex
Purpose of the Services
The purpose of the services is to provide: 1) primary care mental health workers to support to GP practices to manage patient care and enable timely, directed access to appropriate services; 2) psychological therapies for people with common mental health problems including depression and anxiety.
Service Descriptions
The primary care mental health services (PCMHS) are made up of two core components. These are designed to complement one another and should work together in an integrated way. They should also be considered to operate within a much wider whole service system.
