Description
Team Leidos, acting as Managing Agent on behalf of the UK Ministry of Defence, wishes to notify the market of a potential procurement for the provision of a worldwide Emergency Pollution Response Service (EPRS). It is Team Leidos' intention to invite tenders for the management of this requirement with a view to awarding one Contract, which is planned to commence in January 2018. Team Leidos will invite tenders for the containment and clean up of fuel, oil & chemical spills throughout the UK, globally for the maritime environment, and in specific land locations worldwide. This requirement is limited to Tier 2 & 3 spillages.
The tender is planned for issue late August / early September 2017 and will require interested parties to complete a priced Schedule of Rates and to provide a technical, priced response detailing how they would respond to four given scenarios. The tender will be evaluated and assessed by a team comprising of suitably qualified and experienced staff. Team Leidos do not guarantee to award any Contract as a result of this planned tender nor do we guarantee any minimum spend on any subsequent Contract that may be awarded.
In order to provide consistent / assured performance and response, Team Leidos reserves the right to request and corroborate evidence of technical competency which may be sought as part of the tender documentation and / or via a Service Provider survey, prior to Contract award.
In order to test the ability of industry to deliver this service, Team Leidos may hold a Bidder's Conference, without commitment, during September 2017. Any organisation requiring additional information or wishing to participate in the Bidder's Conference should contact Team Leidos by email using the point of contact within this bulletin. Non-participation in the Bidder's Conference will not be taken into account in any future procurement activities or preclude an organisation from submitting a tender in any future competition. Team Leidos will not meet any costs incurred by participation in the Bidder's Conference.
This Prior Information Notice is not a means to submit a formal expression of interest in respect of any potential Tender. Any resultant requirement will be subject to the EU Public Procurement Regulations and respective advertising action.
