Description
he fee is provided to gather the information and produce necessary documents to prepare the submission of a full planning application for Kodak Zone A - Block A3.
It will include the following deliverables:
1.0 Civil Engineering:
- Production of the surface water drainage strategy
- Production of the lighting strategy
- Production of utilities input
- Production of levels plan.
2.0 Structural and M& E Engineering:
- Review of the proposed plans and apply the approaches used on similar adjacent blocks (column layouts, typical details, electrical and mechanical distribution etc) to Block A3 in order to provide a commentary on feasibly and sketch information for design development.
N.B. This piece of work assumes a similar internal layout will be applied to Block A3 as that used in adjacent blocks, and as such the architectural layouts will need to be sensitive to the constraints created by applying the approach described.
3.0 Energy Strategy and Sustainability Appraisal:
- Development of the energy strategy to the current more onerous GLA requirements including overheating calculations.
4.0 Noise Assessment:
- Liaison with the Environmental Heal Department at the London Borough of Harrow to establish and confirm the survey and assessment methodology.
Based on the results of the environmental sound and vibration survey previously undertaken and the results of the acoustic model:
- Assessment of the suitability of the site for residential development and comment on acceptability;
- Recommendations for the sound reduction performance specifications for the critical external building fabric elements
- Propose plant noise emission criteria for the proposed development
- Production of a detailed report presenting the results of the assessment and specifications to support the full planning application as far as reasonably possible.
5.0 Transport Statement and Draft Travel Plan:
- Production of a Transport Assessment to support the planning application, based on the assumption that there will be negligible highway impact due to no increase in car parking provision.
- Liaison with LB Harrow and TfL to agree the methodology and the assumption outlined above.
- The Transport assessment will include:
o Policy review: Relevant national, regional and local policy will be reviewed.
o Site Accessibility: A review of existing public transport and general facilities and services to be completed to demonstrate the sustainability of the site.
o Existing conditions: The existing conditions of the local transport network will be reviewed. The accident records for the last three years will also be purchased and reviewed for the local highway network.
o Sustainable Travel Strategy: A description of the sustainable travel strategy for the development will be included.
o Impact assessment: The proposed and consented parking provision will be compared to demonstrate that there is no proposed increase in car parking and therefore no significant highway impacts
