Description

KCC procured an E-learning LMS and module content in 2012.

Supported by CMT, eLearning is our default method of learning and development for KCC due to its cost effectiveness.

In the last 3 years we have moved from 65% of development being delivered classroom based to 70% being delivered via eLearning, this had led to a per training cost reduction of 32%.

KCC is seeking a primary solution provider with appropriate sub-contractor (s) to externally host a solution that will:

- support the management, administration, communication and marketing of e-learning via two channels to:
o KCC's workforce (1 Channel) - 9000 users
o Private, voluntary and third sector organisations (2nd Channel) - 5000 users
- provide a gateway to an extensive range of pre-built, up to date, off-the shelf quality e-Learning courses provided by the solution provider. The LMS' will be SCORM/API compliant and allow for existing authored/purchased content to be uploaded and accessed by staff and other authorised users.
- host an e-learning platform to support e-Learning content added by Kent Council staff and purchased through this Contract;
- provide an authoring tool to enable KCC staff to author bespoke media rich e-Learning content and re-purpose off-the shelf courses as required;
- allow KCC administrators to be able to generate a range of reports showing course usage and the achievement of learners;
- provide staff the ability to track professional development, support the performance review process, monitor and evaluate development targets;
- have the ability to report on individual and organisational professional development;
- as part of the solution, solution provider(s) will also provide training; data migration services; implementation and effective support and maintenance to agreed, contracted service levels;
