Description
Cambridgeshire County Council (CCC) wishes to invite tenders for the supply of Security Services. The Authority's non-school properties, sites and land assets require a mix of electronic security control using intruder alarm and CCTV systems and a human security element via manned guarding services. The intruder alarm systems protect our buildings and sites overnight and over weekends and the CCTV systems add coverage outside working hours, but additionally add security 24/7/365, with recordings stored to help us investigate and eliminate anti-social behaviour against property, staff and visiting public. At the time of writing, we manage intruder alarm systems across 79 sites and CCTV systems across 35 sites. The number of CCTV systems are increasing as (a) the libraries Open Access project (un-manned libraries) moves forward and (b) as Security Risk Assessments as a result of anti-social behaviour dictate that these systems would be beneficial. The electronic systems onsite signal an activation to a monitoring station and the security provider's 24/7 Control Room then despatches a security guard to site to act upon findings. In addition to the electronic security systems, manned guarding functions include: keyholding for all buildings, alarm response, patrols, locking and unlocking services and boarding up services. The security guards can call out the Authority's maintenance contractor as required for any major building issues outside working hours. The Authority proposes to enter into a framework agreement for an initial period of 36 months with a single provider, with 2 options to extend for a further 12 months, making 60 months in total (3+1+1 years).
The value of this contract is currently approximately £330,000 p.a., but as buildings are added or removed from the estate, this will fluctuate. It is difficult to predict the exact value of this contract as the Authority's property portfolios are likely to vary over the contract term, but it is estimated that the total value will not be less £1.25m or greater than £2m. The stated upper value of £2m is by no means guaranteed, and only represents the headroom we need to allow should additional public bodies within Cambridgeshire wish to use this contract. Bidders are strongly advised to concentrate on the lower end of the stated range of value of £1.25m rather than the upper value when choosing whether and how to bid for this opportunity. If the estate reduces, the costs for the general security contract will mirror that reduction. Bidders are required to submit a Social Value proposal via the Social Value Portal (full instructions can be found within the ITT document).
