Description
Islington CCG on behalf of the North London Partners in Health and Care (NLP) is seeking a delivery partnership for the implementation of the North London Partnership Training Nursing Associate (TNA) Programme (Phase 2).
We would like to hear from potential partnerships of providers who are interested and have the capacity and capability to deliver this next phase of the NLP TNA Programme to December 2020. We are looking for a partnership or collaborative, with a nominated a lead provider. The partnership will have the health and care educational and clinical capability, and be appropriately resourced and able to quickly mobilise, to set up and deliver the TNA programme in line with the findings and recommendations which will emerge from Phase 1 which is currently underway.
Phase 1 work of the NLP TNA Programme
CapitalNurse has been commissioned to undertake Phase 1 work to carry out the diagnostic, visioning and design phase of a fit for the future training nursing associates programme. Phase 1 will be finalised by 20 November. All reports and outputs of Phase 1 will be shared with all bidders expressing the interest to bid for Phase 2.
Phase 2 work of the NLP TNA Programme
We will be looking for a partnership which will be able to quickly mobilise, set up and deliver the TNA programme in line with the findings and recommendations from Phase 1. Phase 2 will require partnership working to engage and mobilise clinical, academic, educational and management leads across NCL, including, importantly in our 5 training hubs who will fully take over delivery of this work by December 2020.
The full specification is currently under development and the indicative components of Phase 2 delivery are listed below and expanded more fully in outline requirement published on (https://procontract.due-north.com):
Key components of the outline requirement: 1. Strategy, engagement and governance, 2. Clinical leadership and governance & 3. Programme and operational mobilisation
Out of scope: Delivery of the education and training to the nursing associates and Employment and management of the TNA cohorts
Key requirements relating to clinical and operational expertise & experience, capacity and capability to deliver to the timescales are detailed within the outline requirement document published
Tender time: The full specification and ITT will be shared only with parties who expressed interest to bid by 11th November with a bid response turnaround of 3 weeks
Timeframe: The work will need to start by 2 January 2020 and will end in December 2020.

The contract will be commissioned via an NHS Terms and Conditions for the provision of Services for a period of 12 months with the nominated lead provider of the partnership . The total contract value included in this PIN notice is for the total duration of the contract.
The services to which this requirement relates is Schedule 3 of the Public Contracts Regulations 2015 (PCR 2015), Regulation 74 to 76 of the Regulations for Social and Other Specific Services of which this procurement for health services falls within. Whilst the Regulations will apply to this procurement, the procurement procedure will be undertaken in accordance with the new Light Touch Regime.
The services are covered by the light touch regime are set out at Schedule 3 (Social and Other Specific Services) of PCR 2015. If the value of the Contract is over 589 148 GBP the Contracting Authority must advertise it in the OJEU, although there is flexibility as to the design of the remainder of the Procurement Process, the Commissioner is not voluntarily following any other part of the Regulations. The procedure that the Commissioner is following is as set out in the Invitation to Tender. The Process will be similar to Open Procedure process under the Regulations but, for avoidance of doubt, the commissioner is not running the Process as though the Open Procedure under the Regulations applies and so reserves the right to depart from that procedure at any point

The purpose of this notice is for expressions of interest from organisations seeking either to lead or become part of a partnership and contribute towards delivery of the service requested to initially assess their suitability and capability to deliver the requirements for these Services, based on their experience in delivering similar services in a similar demographic, and detailed knowledge of the NLP region and able to mobilise clinical and project resources in line with the TNA phase 2 requirements for contract to commence at the earliest date of 02.01.2020.
All interested organisation who have the relevant expertise, experience capacity and capability to deliver a service as indicated in the outline requirement above and to submit a collaborative partnership bid response within the 3 week timescale outlined in the Advertisement are requested to sign and return the Expression of Interest declaration available on tendering portal by 5 pm on 11th November.
