Justification
The COVID-19 outbreak has given rise to an urgent need for the supply of Validation Engineers for a Vaccine Project because due to this project we have unexpectedly ran over on the current tender we have in place for these services and need to re-procure asap to avoid delays to this critical project. This does not give CPI sufficient time to comply with the standard open procedure timescales for this
procurement. CPI considers this to be a state of urgency which it has duly substantiated. Accordingly, CPI is using the accelerated time limits permitted under the Public Contract Regulations 2015 regulation 27(5) for the open procedure in respect of this procurement.
