Description

On behalf of NHS England and NHS Hull Clinical Commissioning Group, NHS Hull CCG would like to inform Providers of the potential procurement for an Alternative Provider of Medical Services (APMS) contract to be delivered from the Calvert and Newington Health Centres in the city of Hull. The actual patient list size was 10,820 (31st March 2018).

The Services must be GP Led and provided by GPs, nurses and other clinical professionals, the successful Provider will be expected to:

- Provide primary care medical services which will be accessible, convenient and responsive
- Effectively mobilise services to become operational in the prescribed timeframe
- Deliver all services throughout the hours that will be outlined in the specification
- Design services around the needs of patients and carers, ensuring they are offered more choice and a greater say in their treatment
- Have processes in place to evaluate and continually improve on patient satisfaction
- Have processes in place to engage effectively with the local communities
- Participate in National Quality and Outcomes Framework (QOF)
- Be eligible for and expected to provide all Enhanced Services, remunerated in line with the relevant Directions as specified by the commissioner on an annual basis.
- Promotion of healthy living with the aim of tackling the underlying causes of ill health.
- Collaborate with the extended access service being commissioned by the CCG which will be operational from October 2018
- Work within one of the 5 general practice groupings that exist within Hull, each comprising a minimum of 30,000 patients
- Participate in the Local Quality Premium Scheme that the CCG commissions from each of the 5 general practice groupings
- Use online consultation (econsult)
- Allow direct booking by 111 for routine appointments
- Work with social prescribing service including hosting appointments for Wellbeing Coordinators and/or Welfare Advisors.

The Contracting Authority is undertaking an open procurement process, as a joint procurement on behalf of NHS England and NHS Hull CCG, to award an eight year contract, with the option to extend up to five years (8+5). The estimated total value (£11.8m) of the opportunity included in this notice is based on the total potential contract term of 13 years (8+5) based on the annual value of £892k plus up to £200k of available transition funding to support mobilisation of the contract. The actual contractual payments are variable, with the main driver being practice list size.

The Contracting Authority is seeking an organisation who can provide the APMS services described within the standard NHS England APMS Contract.

Potential Providers must be registered to provide General Practitioner Services and in a position to successfully mobilise the contract by 1 April 2019.

Potential Providers are also provided with the opportunity to earn additional income through the Quality and Outcomes Framework and the provision of enhanced services to patients within their practice. Due to the voluntary nature of the potential for additional income, and that patient choice will determine activity for enhanced services, this is not reflected in the annual value within the notice, but is available for the duration of the contract.

The Contracting Authority, subject to agreement with all parties (including the Incumbent Provider and the Preferred Provider), reserves the right to amend the Contract Start Date to an earlier date subject to completion of the contract mobilisation stage within a shorter time frame than currently anticipated.
