Description

West Midlands Combined Authority (WMCA) provides Concessionary Travel Passes for eligible disabled people who are resident within the West Midlands. The Concessionary Bus Travel Act 2007 (CBTA) provides a statutory guarantee of free off-peak travel for eligible disabled people on local bus services anywhere in England. The CBTA modifies existing legislation and the grant of concessions is governed by sections 145 to 150 of the Transport Act (TA). The WMCA must issue a pass free of charge to any applicant residing in its area who is disabled. Under section 146 of the TA eligible disabled people are defined by reference to seven categories (eligibility criteria).

WMCA Officers will make an initial assessment of the application using guidance notes issued by the Department for Transport (DfT). If the WMCA Officers are not able to make a decision based on the evidence provided within the application form, the applicant will be invited to attend a mobility assessment clinic.

This tender is for the renewal of WMCA's arrangements with an independent mobility assessment clinic which ensures a consistent and transparent assessment process for all applicants. The DfT considers the use of an applicant's own GP or consultant could have a detrimental effect on the doctor / patient relationship and may not be consistent from one assessment to another.

A single specialist provider is required to provide WMCA's mobility assessment clinics via a 4 year maximum term Framework Agreement from 1st March 2022.

This tender is being evaluated on the basis of 70/30 quality/price and the closing date for submissions is 1200 on Friday 21st January 2022. If you have any clarification questions the deadline for submitting them is 1200 noon on Friday 14th January 2021.
