Description

The Council wishes to commission a high-quality social welfare legal advice service that supports the Council's priorities of 'Supporting Vulnerable People, Reducing Inequalities' and Promoting Health Wellbeing and Independence'. A crucial outcome of this service will be to build on current provision whilst developing the capacity to support the council in transforming the delivery of advice through digital solutions in the future.

The East Riding of Yorkshire is located in the north of England on the East coast and surrounds the city of Hull on the north bank of the Humber, covering an area of approximately 930 square miles.

East Riding of Yorkshire Council is facing increased demand on all its services, with population projected to increase to 361,933 by 2039. The East Riding also has a very high proportion of people (25%) of pensionable age and this is projected to increase to 33% by 2039. Demand for services is increasing as welfare reforms continue apace; therefore, to ensure that services can meet demand and be sustainable; we need new models of provision.

To address these challenges, the Council is committed to embracing innovative ways of working to deliver the best services for our residents. Commissioning and delivery of a high quality, consistent social welfare legal advice service is crucial to this aim. An outcomes based approach will be used to support innovation and will be central to identifying and delivering the solutions that are required in times of significant change.
