Description

Create Central is developing its Skills Accelerator programme, funded through the BFI Skills Cluster Fund, to increase the number of opportunities for people from across the West Midlands, specifically from underrepresented groups, to find employment or develop existing careers as below-the-line production crew working in the region.
The key to increasing opportunities for those from underrepresented backgrounds is to authentically reach a diverse range of networks and communities outside of the mainstream media to ensure that as wide a range of people as possible are aware of Create Central's Skills Accelerator training programmes and wider opportunities.
To this end, Create Central will need to work with a region-wide strategic organisation with significant experience in Outreach and Engagement (O&E), the ability to work across the whole of the West Midlands with access to networks and the mandate to represent a broad membership of creative and cultural organisations.

The successful supplier will be responsible for:
Working with Create Central, the appointed marketing and events suppliers to ensure the Skills Accelerator programme engages with underrepresented groups from across the West Midlands.

Phase one: Strategy development
Quickly develop an O&E strategy utilising existing inclusive networks and further consultation with target participants. This will seek to understand the barriers faced by the target groups and identify successful engagement strategies, including case studies.

Phase 2: Strategy implementation support and review
Work with the partners to measure and monitor progress, provide strategic advice and support to the consortium, including collecting ongoing feedback and review from target participants and deliverers.

Regular reporting throughout the contract period, both written, at online meetings and occasional in-person meetings:
• Weekly online team meeting to discuss and agree activities
• Monthly written report demonstrating progress, plans and any delivered KPIs
• Six monthly performance review in-person.


The contract will have an initial end date of 31/03/24, but includes 2 x 1 year option periods, final end date of 31/03/26.
The budget for this work is £20,000 per year.
