Description

North of England Commissioning Support (NECS) are working for and on behalf of NHS Hartlepool and Stockton on Tees Clinical Commissioning Group (HaST CCG) propose to commission a Mental Health Recovery College service covering the HaST CCG locality.
It is envisaged that the service will provide open access to all, regardless of whether or not they are known to mental health services and whether or not they have a diagnosed mental health condition at the time of presentation. The service will support all patients into recovery (according to their individual recovery goals) whether they have long term enduring mental health conditions or are nearing a point of crisis. Initial appointments will involve an assessment of the person's needs using the Outcome Star tool and/or Warwick & Edinburgh scale, as well as a comprehensive risk assessment. Key service deliverables will be:
• Pro-active promotion and engagement and will ensure that the service is reaching the community where the need is greatest.
• Support to identify and achieve their individual recovery goals using monitoring tools to map and identify progress towards recovery.
• Commitment to developing a structured peer support approach by developing individuals into this role as much as possible.
• Service delivery from appropriately qualified staff with the relevant skills and experience and, appropriately, people with lived experience of mental health problems in either an employment or voluntary arrangement.
• Will be required to facilitate the delivery of (and directly deliver ifappropriate) courses as per the Recovery College model
• To be organised and delivered in a way to maximise patient involvement and continued participation until the point of jointly agreed recovery.

The contracting authority will develop the service model to inline with the Public Services (Social Value) Act 2012, specifically:
• How what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area. (Area is the geographic area for which the procurement is taking place)
• How, in conducting the process of procurement, it might act with a view to securing the improvement.
