Description
Staffordshire Children's Centres and Building Resilient Families & Communities are seeking to deliver an integrated approach for families; connecting all families to what they need in the community and improving outcomes for children and families based upon two key principles:
A quality offer for all accessed through:
a. Information, advice and guidance
b. Good universal services
Extra support for those who need it by providing:
c. Effective early help for those at risk
d. Protection for the most vulnerable families
The national core purpose of Sure Start Children's Centres is to improve outcomes for young children & their families, with a particular focus on those in greatest need. They work to make sure all children are properly prepared for school, regardless of background or family circumstances. They also offer support to parents.
The Troubled Families Programme has been developed by the Department for Communities and Local Government (DCLG) in order to improve multi-agency responses to the needs of families who are causing a high cost to the public purse. A 'Troubled Family' is defined by the DCLG as a household where individuals who are experiencing a range of difficulties share an address.
Within Staffordshire we are referring to the Troubled Families Programme as 'Building Resilient Families and Communities' as we believe this more accurately reflects our collective ambition. To be included in the expanded Troubled Families programme, a family will have to be referred by specialist agencies as having 2 of the 6 following problems:
• parents and children involved in crime or anti-social behaviour
• children who have not been attending school regularly
• children who need help
• adults out of work or at risk of financial exclusion and young people at risk of worklessness
• families affected by domestic violence and abuse
• parents and children with a range of health problems
Family Support will work across a range of outcomes identified and support families to meet the core purpose. The term 'Family Support' is used to encompass the range of services with the aim of strengthening families and promoting the wellbeing of children. The support may be reactive, when parents are struggling or in anticipation of preventing problems arising.
Service users are anticipated to be experiencing a multitude of issues and require additional support from numerous agencies. The service will be delivered across the County of Staffordshire, according to need.
