Description
The holder of this role will lead Ofwat's work in developing the draft codes with respect to adoption agreements that Ofwat will be required to consult on.
• Producing (by end November 2016) a response document summarising the key issues raised in responses to our discussion document and outlining how we will take forward the next stage of thinking on the codes.
• Developing and documenting a robust understanding of the technical requirements and processes water and sewerage companies require when adopting new connections infrastructure and the rationale for these, and how these might differ between companies.
• Developing and documenting a robust understanding of some of the potential barriers to competition and/or service delivery issues customers may face as a result of the requirements and processes water and sewerage companies requires when adopting new connections infrastructure.
• Engaging (through meetings and workshops), with external stakeholders, including Government, water and sewerage companies, the Drinking Water Inspectorate, customers and other interested parties to understand and prioritise areas of concern for inclusion in the codes and to understand areas that should not form part of the codes.
• Coordinating and presenting at stakeholder events to inform the codes' development and to build buy-in to our proposals.
• Preparing draft codes for adoption agreements for water and for sewerage infrastructure in England, reflecting Ofwat's regulatory model, corporate narrative and related work; advice provided by our Legal team; and work already underway or done by the sector to align approaches to adoption agreements.
• Documenting what different may be required as and when codes are developed for Wales, and which sections of the draft codes for England would be equally applicable in Wales.
• Delivering by March 2017 the documents we will need for the statutory consultation on the codes, as required by the Water Act 2014, so that they are ready once the relevant sections of the Water Act 2014 are commenced.
• Obtaining the necessary internal approvals for our proposed approach and the consultation document(s), including presenting recommendations to Delivery and Programme Boards as appropriate.
• Leading our communications activity in relation to the development of the draft codes, in liaison with our Corporate Communications team.
• Sharing the outcomes of the work with the wider Casework Programme team in order to embed technical understanding and knowledge of the draft codes and how they have been developed, in order prepare for follow-on work arising after the statutory consultation and on-going management and potential compliance issues.
• Working effectively with others in the Casework Programme and other Ofwat Programmes to ensure our approach to the codes is joined-up with wider relevant work underway.
