Description
In one of our facilities at the agency we have been experiencing issues with our suite of Containment Level 3 (CL 3) laboratories for a period of time. The main difficulty experienced is with the sealing of the laboratory and resulting leakages of formaldehyde during our fumigation processes.
Investigations have been carried out on several occasions which tried to affect a solution, but the leakages are many and significant. An issue has arisen as to who is the party responsible (in whole or in part and to what extent) for the defects and cost of repairs.
The agency has a requirement to repair the issues identified that hamper the operation of the laboratory. The opportunity will also be taken to upgrade some installations to current standards.
As the agency requires the laboratory to be fully operational at the earliest opportunity, the repair work is being sourced via a separate tender as it will be impossible for the incumbent builder to complete the work in time.
Requirement of this Tender
A survey is required of the Centre" and "with the objectives of preparing an independent report for possible use in an adjudication under the Joint Contracts Tribunal (JCT) process. The report is to identify, by reference to the Contract:
• if any elements of the design of the building did not meet the regulations or best practice at the time of the design / build.
• what elements if any of the build were not made in accordance with the design.
• what elements of the workmanship of the build were not up to standard?
• • a financial analysis as to the costs required to bring the building up to the standard required to meet the original requirements.
• The report will need to include photographic evidence of each stage of the investigation and after completion of the works" and to "Retain samples".
