A procurement process commencing with market engagement was scheduled to commence in April 2020 but due to COVID-19 pressures on both providers and commissioners this was paused.

In light of this, and taking into account existing contracts coming to an end, the Commercial Executive Group of Arden and Gem CSU approved an STA request to extend contracts for a further 6 months to enable a procurement process to be undertaken and services to be mobilised.

Under PCR Reg. 32 (2), the negotiated procedure without publication may be used for public services contracts whereby:
(c) insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with.
