Overview
In 2021, participants in the government-to-government Food, Agriculture, Commodities and Trade (FACT) Dialogue, informed by a multi-stakeholder taskforce, held discussions on four thematic and related areas:
• Trade and Market Development
• Smallholder Support
• Transparency and Traceability
• Research, Development, and Innovation
A key outcome of the Dialogue is the FACT Roadmap. Launched at COP26, it sets out a series of actions across these four themes to be taken forward in 2022 and longer term.
The role of smallholder farmers in commodity value chains has been central to the objectives of the FACT Dialogue, with this specific theme focusing on improving smallholder conditions and supporting their engagement in actions to reduce deforestation. Ghana and Malaysia co-facilitated a smallholder working group, supporting dialogue between governments on this topic. A multi-stakeholder working group facilitated by IDH also contributed ideas to these discussions.
The Roadmap identifies three actions to be taken forward:
i. Map and consider existing smallholder support schemes
ii. Exchange best practice and identify effective approaches to scaling up support and finance for smallholder farmers
iii. Improve access to and availability of finance for smallholders
This Invitation to Tender seeks a supplier to conduct a study to inform action i, map and consider existing smallholder support schemes and explore new innovative models . The work will also inform action ii. to facilitate the exchange of best practice, and contribute to the evidence base for action iii., focused on improving smallholder access to support and finance.
