Description

The Adult and Community Living (ACL) service consists of a team of 2.5 posts within the Post 16 Learning and Skills in the Education and Commissioning Directorate, Children's Wellbeing. The service is entirely funded through external ESFA funding to deliver provision via the Adult Education Budget through ESFA funding models CL10, AS35 and NR81.

The ACL service does not directly deliver learning provision, but chooses to commission to organisations working in Herefordshire through a Framework of Delivery Partners to meet the ACL's strategic aims, objectives and key priorities.

The Delivery Partners consist of voluntary and community organisations, Further Education colleges, and private training providers. These organisations work day-to-day with the target groups of learners, and are best able to support learners in achieving their personal and learning aims.

Additionally, ACL works with stakeholders such as Jobcentre Plus, schools, Children's Centres, General Practitioners and health organisations, and promotes relationships between stakeholders and delivery partners to ensure the service fully meets its aim of engaging with those least likely to participate in learning.

Herefordshire Council are looking to procure a Management Information System which is fully compliant with the Education and Skills Funding Agency's (ESFA) Individualised Learner Record specification, and allows the integration and management of subcontractor outcomes and Key Performance Indicators.
