Description
NHS England and NHS Improvement South (South East) (the Commissioner) invites expressions of interest (EOI) from suitably qualified and experienced Prime Providers to provide an integrated healthcare service, including physical health, mental health and substance misuse services to the children and young people (aged 13 - 17) at two Secure Childrens Homes in the South East:
• Lansdowne (East Sussex)
• Swanwick Lodge (Hampshire)
The provision must offer equivalence of access and quality to healthcare provision for children and young people in the community.
Indicative annual budgets;
Lansdowne Secure Childrens Home; £499,779 for a capacity of 12 children and young people Swanwick Lodge; £611,000 for a capacity of 16 children and young people
Potential providers need to be aware that the capacity at Swanwick Lodge may be at a lower capacity at the start of the contract and the budget will be adjusted accordingly.
The Homes are operated by the relevant County Council Children's Departments, with a registered homes manager and 24 hour care staff available. There is also an onsite school in each setting that provides education to the young people whilst they are at the Homes. The providers will be required to work effectively with these key partners to deliver a cohesive experience of care for the children and young people.
The young people arrive at the Homes from a wide range of localities in the country and will also leave the Homes for a diverse range of settings across the Country.
The healthcare services that are required 'on site' include:
• Physical health provision that will complete relevant health assessments (CHAT), support health care planning, offer low threshold physical health interventions (including initial sexual health interventions) and enable access to community and acute health settings where clinically appropriate.
• Mental health provision that will complete relevant mental health assessments, support health care planning and case formulation, provide clinical consultation and supervision for non-clinical Secure Childrens Home staff and offer a range of planned and non-planned therapeutic interventions to young people.
• Substance misuse provision that will offer relevant substance misuse assessments, support health care planning, offer low threshold planned brief interventions to address substance misuse.
• Active positive mental, emotional and physical health promotion activities and campaigns.
• GP provision that offers access to GP appointments.
The healthcare provision will also ensure access for the children and young people to community based dentists and opticians provision with the support of Secure Childrens Home care staff.

NHSE & NHSI South (South East) will seek to commission a prime provider model for the provision of services and will hold a contract with the prime provider, who in turn can directly provide care and/or subcontract care to other specialist providers. NHSE and NHSI South wish to facilitate a discussion with potential prime providers about the feasibility of procuring a single provider for both sites or a single prime provider for each site. The invitation to attend the event is specifically for Prime providers only. To encourage networking, and with approval, all contact details will be shared via the procurement portal with potential sub-contractors.
