Description

Current Situation
Swaffham Prior, a village of around 300 homes in East Cambridgeshire, is to become one of the first villages in the UK to install a heating network into an existing community. Cambridgeshire County Council will be the owner of the Swaffham Prior Heat Network.

All homes connected to the network will have an open-source heat meter installed in the property. This heat meter will record energy usage. This energy data will need to be collected and transmitted for processing into monthly invoices. These invoices will consist of a variable charge (the total heat delivered in kWh) and a standing charge (the standard maintenance charge). All billing requirements must comply with the Heat Trust Rules.

We are looking for a solution that will:
 Offer a range of payment processing options to customers on the invoice
 Include standing and variable charges within each billing invoice
 Note the amount of energy used each month in kWh as part of the invoice
 Comply with the Heat Trust Rules.
 Enable customers to have their bill sent to them via their preferred contact method
 Provide a customer service function and include these contact details on the customer invoice
 Apply appropriate GDPR data protection for customer billing information and contact details
