Description

This opportunity is a mini-competition under lot 8f of the ESPO Framework Agreement reference 664-21 'Consultancy Services' via the Proactis Supplier Network. As your organisation is a contractor under the above framework, we would be interested in receiving a response from your organisation with regard to this opportunity. Please note that this opportunity is only open to contractors on the ESPO 664-21 framework.

Surrey County Council is seeking to construct and operate a new materials recovery facility (MRF) of up to 100,000 tonnes per annum (tpa) capacity, to receive and sort dry mixed recycling (DMR) from local authority collected waste (LACW).

The MRF would be located at Land adjacent to Trumps Farm, Kitsmead Lane, Longcross, KT16 0EF.

Surrey County Council is seeking a qualified and experienced Consultant to develop the scope of the project and prepare the required planning submission, incorporating the application, drawings and all necessary assessments.

The Consultant will be responsible for:
1. Developing an optimal scheme and masterplanning the site;
2. Identifying all necessary assessments and documents to comprise the planning application, and preparing them;
3. Preparing all necessary plans and drawings (other than architectural);
4. Undertaking pre-application consultation;
5. Submitting any resultant application;
6. Providing post-submission support, as required.

SCC intends to run the commission in four phases:
1. Developing the Project;
2. Preparing the Planning Application;
3. Draft of Planning Application;
4. Submission of Planning Application and Post-Submission Support.

Each phase of work will be awarded separately and there is no guarantee that Surrey County Council will progress to the next phase.
