Description
Knowsley, Liverpool City, and St. Helens Councils are seeking support to conduct a Fair Cost of Care exercise that will comply with the data collection sets stipulated in Annex A of the Government Guidance on the implementation of the Market Sustainability and Fair Cost of Care Regulations in March 2022, and provide the analysis required in Annex B of the Guidance.
The Fair Cost of Care Fee Review should enable the Councils' to meet the expectations of the Care Act 2014 and the Market Sustainability and Fair Cost of Care Guidance 2022 to:
Set out a clear methodology and report on implementation
Complete the Data set as specified in annexe A of the Market Sustainability and Fair Cost of Care Guidance 2022; and produce and follow an aligned data set and guidance in respect to the services listed in phase 2
Analyse the data collected to deliver the conclusions and outputs set out in Annexe B of the Market Sustainability and Fair Cost of Care Guidance 2022; and produce and follow an aligned data set and guidance in respect to the services listed in phase 2
Make recommendations regarding cost effectiveness to enable the Council to commission services that offer value for money for public funds
Understand the costs of differing types of care and support to assist in preparing commissioning plans and setting fee levels
Understand the business environment of care providers through collaboration with them to ensure market sustainability and ensure there is sufficient provision to meet local need now and in the future.
