Description

Efficiency North (EN) is a social housing regeneration consortium based in the Yorkshire and Humberside region. EN is a collaboration of social housing providers who procure together in the construction markets in order to deliver sustainable savings and regeneration in the member's communities.
EN wishes to procure and enter into a framework agreement with multiple contractors for the completion of a range of asbestos removal and demolition works, predominantly but not exclusively, to social housing properties. It may potentially include other public sector buildings, including but not limited to, schools that are linked to the contracting authorities entitled to call off under the framework agreement. EN leverage demand for construction, materials, services and contractors in order to deliver regeneration in the communities in which our clients operate. The framework agreement pursuant to this procurement will be a fundamental contributor to the delivery of high quality works, value for money and social and economic improvement.
The contractors appointed to the framework agreement will be expected to complete the works to a high standard and share EN's commitment to regeneration, specifically the reinvestment of cost savings directly into local businesses, jobs and skills. The framework agreement will allow the contracting authorities named and referred to within this notice to enter into underlying contracts for the completion of the works covered by the framework agreement. The procurement will be structured to allow opportunities for contractors of all sizes to tender for works that vary in size and will be completed predominantly across the geographical areas of Yorkshire and Humberside but this may extend to other areas of the UK.
The framework agreement will be divided in to a number of different Lots that have been divided by both value. Further details of this are contained below and within Annex B of this Notice. The Lots are as follows:
1. Asbestos Survey Works
2. Asbestos Air Monitoring Works
3. Licenced and Unlicensed Domestic & Civic Asbestos Removal
4. Unlicensed Domestic & Civic Asbestos Removal
5. Low Rise Demolition Works (4 Storeys and below, including any associated asbestos removal as required)
6. High Rise Demolition Works (5 Storeys and above, including any associated asbestos removal as required)

Companies are not entitled to submit a bid for the framework agreement if:
- They are within the same group of companies as any other company that is bidding for a place on the framework agreement; or
- Any company in which it has an interest or shareholding is bidding for a place on framework agreement.

The framework agreement will be in place for a term of 48 months with an option to extend for a further 48 months, however contracts called off under the framework agreement may continue beyond the term of the framework agreement.
