Description

The purpose of this tender is to secure the services of an evaluation partner to deliver an independent impact evaluation of the ETF Mentoring workforce development programme in financial year (FY) 2022-23, with an embedded light-touch process evaluation. The evaluation will consider the extent to which the ETF's Mentor training programme supports delivery of the Skills for Jobs White Paper (January 2021) through the provision of 'effective support to new teachers moving into the sector by continuing to enable access to mentoring', with particular reference to the following Department for Education (DfE) programme objectives:
- improving the quality of mentoring and teaching, and the skills, knowledge and confidence of mentors and mentees
- improving the retention and progression of teaching staff (with a focus on early career teachers)
- promoting a shared understanding of what constitutes effective mentoring
- establishing whole-institution approaches to mentoring.
Following HM Treasury guidance, the evaluation will assess the effectiveness of the Mentor training programme in meeting these objectives and recommend improvements to strengthen programme quality and impact to inform future programme investment and design decisions.
