Description

The Education and Skills Funding Agency are seeking suitably experienced and qualified contractors to undertake a programme of refurbishment and repair works at the school during the Spring and Summer 2018.
Europa School UK, Thame Lane, Culham, Oxfordshire is a purpose-built facility with original secondary school dating from circa 1852, with later additions in subsequent years. The original 1852 building is Grade II Listed by Historic England, with other parts of the site noted within the official listing. The site is bounded by Abingdon Road (A415) to the south, Thame Lane and private residences to the north and west, and agricultural land to the east, and is accessed primarily from Abingdon Road directly onto the school campus and principal elevation.
The scope of works will and not be limited to roof repairs/renewal, external and internal building fabric repairs, window refurbishment and replacement, in addition a significant amount will be M&E type works and include replacement of old heating systems, fuel storage tanks, emergency lighting and small power and ancillary systems to bring them to compliance with current regulations.
The first phase will be to undertake a programme of surveys and scope identification work then agreeing with the client team a fixed scope and cost for the works. the contractor will be required to identify suitably experienced supply chain sub-contractors and manage the works as they progress.
The works are required urgently so the successful contractor will be expected to engage with the project immediately and to ensure key programme windows to undertake surveys are met. The school will be operational at all times, except during holidays so again the contractor will need to manage these interfaces and logistics as part of the programme and ensuring a best value approach within the available budget.

The school is within a conservation area, is in part listed so the works may need approval before proceeding form the appropriate statutory body, contractors should be able demonstrate previous experience in these types of work. Contractors will be working in a live school environment so staff will need to be DBS certified in accordance with safeguarding protocols.
A bidders day will be convened so that tendering contractors get the opportunity to view the site and understand the intended scope of works and required management protocols. Scopes of works, work packages, specifications, programme and costs will be negotiated and agreed between the ESFA Technical Advisor and the contractors prior to contract award.
