Description
Tender for the Management of the Proposed New Pavilion and Existing Community Pavilion at West Smethwick Park
Following on from a successful Round 2 Heritage Lottery Fund Parks for People award in July 2017 Sandwell Council now wants to procure a Provider as part of an exciting £5.1m restoration project in West Smethwick Park.
We are building a new community pavilion at the heart of the park and we want to work with a Provider that is interested in managing it and delivering services from it along with the current Community Pavilion in the park, further information can be found below.
There are a select number of activities that are expected to be provided and any funding is subject to this. However, there is also an expectation that additional activities can be provided by the successful organisation.
'The service contract to be entered into between the Council and the Provider shall be a concession agreement. The consideration (or payment) for the delivery of services from the Council is not expected to cover full Provider costs but the Provider is expected to make use of the Pavilion for commercial means and potentially generate a profit from the delivery of services at the Pavilion facility. The concessionaire shall be deemed to assume operating risk where, under normal operating conditions, it is not guaranteed to recoup the investments made or the costs incurred in operating the services which are the subject matter of the concession contract. The lease of the pavilion facility will be offered for nominal rent.'
The period of this Contract will be 10 years, as per the relevant clauses within the Concession Agreement Contract.
