Description

Project: Woodlands Secondary SEN School, Construction of new standalone Sixth Form Block
Client: Luton Borough Council
Type of Contract: JCT 2016 DB
Address: Northwell Drive, Luton, LU3 3SP
Gross Internal Floor Area (Phases 1): Circa 400m2
Storeys: Two storey block
Construction: Traditional construction, fabric consists of brickwork, metal cladding and flat roof.
Invitation to Tender: June 2018
Tendering Procedure: Open Tender via Luton Borough Council E-procurement System (Due North)
Luton Borough Council (LBC), in conjunction with the school, is proposing to expand Woodlands Secondary SEN School, with work expected to start on site Oct 2018 and be completed by July 2019. LBC owns the freehold of the site and also operates and manages Woodland Secondary School which provides special needs provision for 11 to 19 year olds. This school is the only Secondary Special Needs School (SEN) in the town and has undergone several expansion projects in the last 10 years to keep pace with these increasing numbers. Consequently, further expansion on the current site is extremely restricted without impacting on the students' areas.
The overall school site is located within the Marsh Farm area of Luton and is situated within its own site boundary and is accessed from Northwell Drive. The location of the proposed new school building has been identified within the West corner of the site, where the former Site Agents' building will be demolished and the existing portacabin relocated by others (prior to the contract starting on site), to provide a new development space for this proposed scheme.
This will be achieved through the construction of a new two storey building. The new building comprises of 4 number general purpose classrooms, domestic kitchens, sanitary facilities and ancillary space including lift/ staircase and central corridor. A new secure paved courtyard area, with an element of soft landscaping will be created to the South-West boundary of the site, with a hard paved/ tarmac area to the other three sides. All the associated M&E services and adaption of the below ground services will need to be incorporated as part of this Design & Build project, as well as maintaining the current level of security at the school, during the construction works.
The Supplier/Contractor will be expected to demonstrate at Selection Questionnaire (SQ) Stage numerous qualities to be selected for tender:
1. Experience of successfully working on design & build Construction Projects of a similar scale (£500k - £2m) and type (Education, SEN, live school environment)
2. Delivering Social Value on construction projects (work experience, apprenticeships etc)
3. Delivering local labour and suppliers to construction projects & utilising responsible sourcing methodologies
