Description
Grant funding call for proposals: Economics of Energy Innovation and System Transition project
The International Climate Fund (ICF) in the Department of Business, Energy and Industrial Strategy (BEIS), has allocated up to £3 million for an international research and engagement project on the economics of energy innovation and system transition, to be awarded as a grant through an open and competitive call for proposals.
The BEIS ICF Economics of Energy Innovation and System Transition project aims to:
1. Support partner countries' policymaking on energy innovation and system transition through the application of analytical frameworks, economic models and theory that can explain and inform large and rapid changes in socio-economic systems;
2. Strengthen partner countries' capabilities for the use of these analytical tools to support decision-making over the longer term.
Details on what is expected from this project are set out in the Terms of Reference document attached to this notice.
Project proposals must:
• Include plans for the implementation of all five stages of the project as set out above;
• Include plans for engagement with at least two of China, India and Brazil;
• Be for a duration of between 2 and 3 years;
• Require funding of up to a maximum of £3m;
• Be compatible with Official Development Assistance (ODA) criteria.
• Demonstrate compliance with requirements of section 1 of the International Development Act 2002.
Bids will be assessed on the criteria of:
• Academic expertise
• Policy engagement
• International relationships
• Project management
• Proposal quality
Bidding process
Prospective grant recipients should submit proposals using the proposal template form attached to this notice, in advance of the deadline of 8 September 2019. Proposals should be sent to icemailbox@beis.gov.uk
A conference call for prospective grant recipients will be held on Thursday 8 August 2019. Requests to participate should be sent to icemailbox@beis.gov.uk
Bids will be reviewed, and shortlisted organisations invited for an interview with BEIS officials. A Senior Oversight Group will make the final selection.
Before the grant recipient is formally appointed, due diligence will be carried out in line with the Government Grants Minimum Standards. The process will conclude with the signing of a grant funding agreement between BEIS and the delivery partner.
The project is expected to begin in Autumn 2019.
