Description

Gateway to Homechoice is made up of a group of seven local authorities within the Gateway partnership as below:
1. Babergh District Council
2. Braintree District Council
3. Colchester Borough Council
4. East Suffolk Council
5. Ipswich Borough Council
6. Maldon District Council
7. Mid Suffolk District Council

The partnership is looking to reprocure its IT system and will need an integrated housing register, choice-based lettings and homelessness system with the following requirements:

o Unlimited number of licences available/users of the system
o Online registration and housing register application process
o Ability for applicants to view and edit their housing register information
o Document upload facility for applicants to provide verification documents
o Secure customer portal where customers can access their account
o Built-in logic so that the system determines Band and bedroom need taken from the Gateway Allocations policy
o Built-in logic for shortlisting - a dynamic shortlisting whereby the system shortlists properties based on the Allocations policy and a
o Homelessness module which links to the housing register module and also adheres to the data collection requirements set by the Ministry of Housing, Communities and Local Government
o Customisable Enhanced Housing Options wizard
o Complete data migration from existing system(s) into the software provided will be required as part of implementation

There are also approximately 40 housing providers that use the system to advertise their void properties and to shortlist applicants and allocate their properties.

Whilst this is a joint procurement, contracts will be held with each member of the group separately.
