Description

NHS East Staffordshire CCG wish to understand the availability of capable providers with the capacity to fulfil a short-term contract for a consultant led outpatient service. Potential providers are asked to express an interest in potentially bidding for this service. Providers are required to provide a high-quality service in accordance with the service specification.

This contract will be for the delivery of outpatient activity in East Staffordshire CCG to maintain capacity which supports secondary care commissioned activity.

Scope:
To deliver consultant led outpatient services in a primary care location, including minor procedures in a limited number of specialties.

Specialties to be provided are:

a. Ear, Nose and Throat (ENT) - examples
b. General Surgery
c. Orthopaedics - upper limb, hand/wrist, lower limb, foot, ankle, and shoulder.
d. Urology (excluding any LES specialities)

Population covered
The population to be covered should include all patients registered with an East Staffordshire GP practices only, covering Uttoxeter and Burton-on-Trent patients.

Finance
If tendered, payment will be based on local tariff rates and there will be no guaranteed activity.
The values stated within this notice are estimated (cost and volume) and may be subject to change.

Contract Period
The initial contract will be for 2 years with the option of an extension up to 12-months. The CCG is looking for providers that are confident that they could commence services on 1st April 2022, however when expressing an interest, an alternative start date can be suggested given any tender process may not be concluded until end of December 2021 or January 2022.

'Light Touch Regime' services: The future procurement will be for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations('Regulations'). Accordingly, the contracting authorities are only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authorities are not voluntarily following any other part of the Regulations. The procedure which the contracting authorities are following is set out in the MOI. As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement.
