Description
London Borough of Newham (LBN) is the lead organisation for this tender, acting on behalf of oneSource, the umbrella covering the shared services of LBN and LBH councils. All references to oneSource in this specification unless otherwise stated refer to LBN acting under the oneSource banner. oneSource are looking for suitably qualified and experienced provider(s) to be appointed onto a Public Sector Framework Agreement for the provision of infrastructure, technical support and continuous management and promotion of a web based micro-procurement tool.
A dynamic purchasing system is defined with the Regulation 34 of Public Contracts Regulations 2015 (http://www.legislation.gov.uk/uksi/2015/102/pdfs/uksi_20150102_en.pdf) It is a completely electronic process for making commonly used purchases which is limited in time and opens throughout its validity to any economic operator which satisfies the selection criteria and has submitted an indicative tender that complies with the specification.
This lot would be for a modular tool which could be used by contracting bodies to run a Dynamic Purchasing System regardless of the sophistication or makeup of their other procurement systems or processes.
The tool must comply with the Public Contracts Regulations 2015 (http://www.legislation.gov.uk/uksi/2015/102/pdfs/uksi_20150102_en.pdf ). Full details of the specification and technical requirements are included in 4.9 and 4.10 below.
Framework Agreement will be open to the entire public sector, other public bodies, such as the Police, Fire and Rescue Service, Coastguard Emergency Services, NHS & HSC Bodies including Ambulance Services and registered charities within the UK and to those central government departments and their agencies that wish to use it. Any OCB covered in the above list may utilise the resulting Framework Agreement from the commencement date once they have signed up to an access agreement with oneSource. oneSource will maintain and share upon request a list of suppliers who have signed the access agreement, as well as a list of any public bodies otherwise included in the list below who have explicitly opted out of the opportunity to sign up to the framework.
